I mobilized alongside my community: organizing food fridges, setting up vaccine clinics, and rallying support for small businesses on the brink of collapse. That experience confirmed what I already believed: survival and progress are always collective. It's the same principle behind my support for a public Neighborhood Center in District 2 and participatory budgeting that puts real power over public spending directly in residents' hands, not people with the loudest voices and the deepest pockets, but the people who actually live here.</p>

<p>Housing is a human right, not a commodity that our neighbors get priced out of. Trần believes long-time residents shouldn't be pushed out of the community they've spent a lifetime building. She'll sponsor and vote for stronger tenant protections that prevent unnecessary evictions and hold predatory landlords accountable, keeping housing affordable for seniors on fixed incomes and disabled residents who face the fewest options.<a href="https://www.denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Department-of-Housing-Stability/Resident-Resources"> Denver's Department of Housing Stability </a>funds eviction prevention and legal defense for tenants, but that funding has recently been cut even as eviction filings hit record highs. Council votes on HOST's budget every year, which means council decides whether eviction prevention and legal defense funding gets cut or protected. Trần will use that vote to restore what's been cut and keep it funded going forward, so District 2 renters facing eviction have somewhere real to turn instead of navigating it alone.</p><p>Colorado law currently bars cities from passing rent control, and that same preemption blocks Denver from capping rent gouging too. Trần will push at the state level to repeal that ban, so Denver finally has the tools to rein in runaway rent increases. In the meantime, she'll fight for the strongest tenant protections Denver can pass under current law, including just cause eviction requirements so landlords can't push tenants out without real reason.</p><p><a href="https://www.denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Department-of-Housing-Stability/Resident-Resources/Affordable-Home-Ownership">Denver already runs down payment assistance programs</a> to help renters become homeowners, but the problem isn't that these programs don't exist, it's that they run dry. Council approves the budget that funds them, and Trần will fight to protect and grow that funding every cycle, because a waitlist shouldn't be the reason a family in District 2 keeps renting instead of owning. The Far Southwest Area Plan calls for expanding small-scale housing options like rowhouses and duplexes, and Trần will use her zoning and land-use votes to actually implement those recommendations, including support for ADUs, co-housing, and mixed-use development that keeps people close to jobs and community.</p><p>Beyond affordability, Trần believes in placekeeping: protecting community character through community land trusts and anti-displacement efforts, exactly what the Far Southwest Area Plan calls for, and requiring community benefit agreements as a condition of approving major development. She'll fight for real, inclusive planning where residents, not outside developers, shape growth in <a href="https://www.denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Community-Planning-and-Development/Planning/Neighborhood-Planning/Far-Southwest-Area-Plan">Far Southwest Denver,</a> so investment strengthens our community's identity instead of erasing it.</p>

<p>Small, family-owned restaurants, corner shops, and immigrant-, women-, and minority-owned businesses are the heart of Far Southwest Denver. Trần believes the wealth they create should stay rooted here. When Denver builds, it should build with Denver's hands and Denver's businesses. For too long, opening a business in District 2 has felt out of reach, not for lack of ideas or drive, but because the resources and support to make it happen were never brought here, and previous representation never fought to change that.</p><p>As a small business owner herself for more than 20 years, Trần knows what it takes to survive in this economy. On council, she'll sponsor ordinances to simplify permitting and licensing, and push Denver Economic Development &amp; Opportunity (DEDO) and its Division of Small Business Opportunity to strengthen certification, mentorship, and contracting access for immigrant-, women-, and minority-owned businesses here. She'll fight for budget dollars for affordable capital and technical assistance, like DEDO's Commons on Champa, and push to make those resources reach Far Southwest Denver, not just downtown.</p><p>The Far Southwest Area Plan already identifies Federal, Sheridan, Evans, and Wadsworth as future "Complete Community Centers," corridors meant to grow into walkable, business-friendly hubs by 2045. Trần will use her zoning and land-use votes to actually fund and implement that vision, through thoughtful, community-led development, not development handed down from downtown, so growth adds to these corridors instead of displacing the businesses and residents who built them.</p><p>A thriving local economy has to work for the people behind the counter, not just the name on the storefront. Trần will fight for all workers: livable-wage jobs, paid sick leave, and predictable scheduling, backed by strong unions, fair contracts, and worker-owned cooperatives. She'll fight any effort to cut protections for tipped workers, and push for stronger enforcement against wage theft. She'll also fight for the right to organize without retaliation, safe working conditions free from harassment and discrimination, and real protections for domestic workers, gig workers, and other laborers who too often get left out of standard labor law. Every worker in this district deserves dignity on the job, not just a paycheck.</p><p>She'll also champion ordinances that support home-based businesses, mobile vendors, pop-ups, and local markets, making entrepreneurship accessible to people who could never afford a storefront. And she'll fight for budget allocations toward incubators, shared workspaces, neighborhood organizations, commercial districts, and legacy business programs, along with stabilization grants, so local entrepreneurs have what they need to start, grow, and stay right here. When we invest in local entrepreneurs and the people who work for them, District 2 grows in a way that reflects the people who actually live and work here.</p>

My parents were some of the fortunate ones who survived.</p><p>They arrived in the U.S. at a temporary tent city built to process the wave of refugees, and were sponsored by a family in Minnesota through the federal resettlement program. Ordinary people, who didn't know my parents but welcomed them anyway, gave them food, clothing, job training, and dignity. That generosity changed the course of our family's story. It's also where I learned the lesson that has shaped everything I believe since: when public systems and communities show up for people, lives are transformed. Not charity. Not luck. Investment, and solidarity.</p><p>My parents met in Minnesota at 17 and 19, teenagers carrying unimaginable trauma. With the help of community, my dad trained as a machinery repairman and my mom became a seamstress. My dad later found work in Denver at Bar-S Foods, and through the resettlement network, my parents secured public housing in Sun Valley Homes, where I was born. Public housing didn't just give my family shelter. It gave us a foundation to build from. They worked long hours, stretched every dollar, and moved our family into the apartments above the old Federal Theater. Years later, through grit and sacrifice, they did what once seemed impossible: they bought their own home. Watching my parents work themselves to exhaustion is why I know in my bones that working families deserve more support than this city has ever given them. Public investment isn't a handout. It's the difference between a family surviving and a family building a future. Housing, healthcare, good jobs and childcare shouldn't be things people have to fight for on their own. They should be guaranteed.</p>

It's Josh's story and mine, and it's why caregiving, youth support, and housing stability sit at the center of everything I'm fighting for in District 2.</p>

<p>Trần Nguyễn-Wills is the eldest daughter of Vietnamese refugees, and a small business owner and community advocate running for Denver City Council District 2. Born and raised in Denver, she grew up translating for her parents at doctors' offices, government agencies, and school, learning early what it means to navigate a system that wasn't built for families like hers.</p><p>She works in Community Outreach for the City of Denver, giving her firsthand knowledge of how the city works, and where it has fallen short for the people of Denver. Trần believes Far Southwest Denver deserves fresh, energetic leadership that understands today's challenges, from housing and childcare costs to the cost of running a small business, and isn't afraid to fight for bold, real solutions. As a working mother, wife, and small business owner, she's living what working families in this district are up against.</p>

Years later — through grit, persistence, and sacrifice — they did what once seemed impossible: they bought their own home, just 15 minutes north of Denver.</p><p>That’s the foundation I come from — a family who risked everything for freedom, and a community that caught us when we fell.</p><p>My childhood was shaped by responsibility. Because my parents were still learning English and navigating this new country, I often served as their interpreter — at doctors’ offices, schools, and government agencies — all while struggling to learn English myself.</p><p>At school, I longed to be like my friends — the “all-American kid” who went to the mall, had sleepovers, and stayed out late. I lived in the in-between, belonging fully to neither world: not entirely Asian, yet not fully American.</p><p>By 15, the weight of those responsibilities caught up with me. I found myself on my own — couch-hopping and relying on the kindness of friends, their parents, and school counselors. Once again, community stepped in to catch me when I was falling.</p><p>It was around that time I met Josh. We were just kids — 15 and 17 — when we became teen parents. Josh and his family took me in as one of their own, and together we built a new life. It wasn’t easy. But love and community changed the trajectory of my story.</p><p>Today, as an adult, I walk alongside my parents on our shared journey of healing. Together, we are learning to carry our traumas with grace, to turn pain into strength, and to transform struggle into connection. Our healing isn’t perfect, but it is powerful — a reminder that love, resilience, and community can rebuild what once felt broken.</p><p>When I share this story, I don’t share it for sympathy. I share it to show the transformative power of community and advocacy.</p><p><strong>Community gave my parents a chance at survival.<br>Community lifted me through my hardest years.<br>Community helped us raise our family, grow our small businesses, and nurture others along the way.</strong></p><p>And community is the reason I have the courage to stand before you today.</p><p>But my courage doesn’t come from community alone. It also comes from my parents. Watching them leave everything behind, risk their lives at sea, and rebuild from nothing gave me a blueprint for bravery. Their sacrifices taught me that even when the odds are against you, even when the seas are rough, hope is worth fighting for.</p><p>Their bravery is my inheritance. Their strength is my foundation. And because of them — and because of community — I have the courage to stand here now: ready to lead, ready to serve, and ready to advocate for a stronger, more inclusive Denver.</p><p>Over the last 25+ years, I’ve worn many hats: mother, wife, sister, friend, small business owner, creative, daughter of Vietnamese refugees — and now, community advocate and public servant. Each of these roles has shaped who I am:</p><p><strong>As a daughter of refugees</strong>, I learned that opportunities aren’t handed to us — they are built with grit, resilience, hope, and community.</p><p><strong>As a mother</strong>, I think about the city my children will inherit and the community they will grow into.</p><p><strong>As a wife</strong>, I dream with Josh about a future where families like ours can stay rooted, thrive, and grow old together.</p><p><strong>As a business owner</strong>, I learned the importance of investing in people and creating spaces where everyone belongs.</p><p><strong>As a creative</strong>, I learned to imagine what doesn’t exist yet — and to see possibilities where others see barriers.</p><p><strong>As a reproductive rights advocate,</strong> I know that belonging also means the freedom to make decisions about our own bodies, and access to care that supports healthy families and thriving communities.</p><p><strong>As a community advocate and public servant</strong>, I’ve built programs and strategies that ensure historically excluded voices are heard, uplifted, and centered in decision-making. I’ve seen where our systems work and where they fall short. That’s why leaders must listen deeply, be rooted in community, and carry lived experience into every decision.</p><p>I am more than a candidate for Denver City Council — I am a bridge-builder whose life has been defined by resilience, advocacy, and the belief that everyone deserves to belong.</p><p>My small businesses — from retail shops and art galleries to restaurants, and one of the first non-toxic nail salons in the nation — were never just about commerce. They were sanctuaries: welcoming spaces where women, immigrants, refugees, youth, LGBTQ+ community members, people of color, working families, and neighbors of every background and identity could work with dignity, celebrate culture, gather in safety, and build lasting connections. They were places where belonging was as essential as business, and where equity, justice, and community care were quietly and steadily woven into everyday life.</p><p>When crisis struck during the pandemic, I didn’t wait for institutions to act — I mobilized alongside my community. Together, we organized food fridges to feed hungry families, set up vaccine clinics for essential workers, and rallied support for immigrant-, refugee-, and minority-owned businesses on the brink of collapse. These weren’t acts of charity — they were acts of solidarity, advocacy, and connection, reminding us that survival and progress are always collective.</p><p>Today, I serve as Deputy Director of Community Outreach for the City of Denver, bringing nearly three years of hands-on experience inside City Hall. In this role, I build multilingual, culturally responsive engagement strategies to ensure historically excluded voices are heard, respected, and reflected in city decision-making. Because I understand how city government works from the inside, I am uniquely prepared to lead City Council District 2—navigating systems effectively, advocating strategically, and turning community priorities into action.</p><p>I also serve on the Planned Parenthood of the Rocky Mountains Board and the Denver Commission on Cultural Affairs, where I advocate for reproductive justice, cultural equity, and inclusive public policy. Together, my experience, values, and commitment to public service equip me to help our neighborhoods grow stronger and thrive.</p><p>If elected, I would become the first Asian American and first-generation Vietnamese American to hold a seat on Denver City Council. <p>Everyone deserves to feel safe, in their home, on their block, at work. Safety and trust rise together, a city is safest when people believe the system is fair, transparent, and responsive. Public safety isn't just the absence of crime, it's opportunity, stability, and community. Real safety starts long before a crisis: with stable housing, quality childcare, access to healthy food, accessible healthcare, and good jobs. We cannot arrest our way out of poverty, criminalize mental illness, or criminalize homelessness, and the people closest to these issues, our neighbors, should be the ones shaping how we respond to them.</p><p>On council, Trần will fight to protect and expand <a href="https://www.denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Public-Health-Environment/Community-Behavioral-Health/Behavioral-Health-Support/Behavioral-Health-Outreach/Support-Team-Assisted-Response-STAR-Program">Denver's STAR program</a>, which sends a clinician and a medic, not law enforcement, to people in mental health crisis. STAR works, but it currently reaches less than half the calls it was built for, and the program has faced proposed budget cuts even as it works toward 24/7 coverage. Council approves STAR's budget and contracts, and Trần will use that authority to fight against cuts, push for the funding needed to reach around-the-clock coverage, and work to fix the dispatch gaps that keep eligible calls from reaching STAR in the first place, shifting resources toward the responses that actually work. She'll also fight for budget dollars for community-based violence prevention, youth diversion programs, mentorship, lit and activated public spaces, and after-school and recreational spaces that give kids safe places to go, so support arrives before a crisis, not just after, led by the organizations and neighbors already doing this work on the ground. She'll push for restorative justice programs that repair harm and rebuild trust, rather than relying solely on incarceration, and for safer streets, better lighting, and improved walkways along corridors like Federal, Sheridan, and Jewell, small physical changes that make neighbors feel safe walking through their own neighborhood.</p><p>Safety grows in well-resourced communities, not over-policed ones. Trần will use her oversight authority on council to push for transparency in how public safety agencies operate and spend public dollars, and to ask hard questions that hold them accountable, ensuring residents, not just city agencies and departments, have a real seat at the table in shaping what safety and accountability look like here. Because when we protect people's basic needs and dignity, and let the community lead, everyone is safer.</p>

<p>Far Southwest Denver has long been under-invested in basic infrastructure, from sidewalks and street lighting to transit access and pedestrian safety, while other districts got the buses, the bike lanes, and the beautiful parks. The blocks that have waited longest for shade and clean air deserve to be first in line, not last. That's not an accident, it's the result of decades of decisions, and council makes those decisions. Trần believes everyone deserves to move through their own neighborhood safely, affordably, and with dignity.</p><p>On council, she'll fight for budget dollars for infrastructure investments that close these gaps: improved bus reliability and more frequent service along corridors like Federal, Sheridan, and Wadsworth wherever the city has the authority to act (much of Denver's bus service is run by RTD, a separate regional agency, so here Trần's job is to fix the streets those buses run on and be a strong voice pushing RTD for better service), along with safer streets for pedestrians, cyclists, and drivers through ADA-accessible sidewalks, protected bike lanes, and traffic calming that lets kids walk to school and seniors and disabled residents move independently.</p><p>Beyond transportation, she'll fight for budget allocations toward parks, libraries, community centers, and real gathering third spaces, from pocket parks and community gardens to neighborhood plazas that don't require a big budget to make a big difference. She'll fight to bring another recreation center to District 2, so residents here have the same access to programs, pools, and gathering space that other neighborhoods already enjoy. And she'll push for budget dollars toward cool blocks, clean air, and climate investments that deliver where they're needed first. Denver voters created a <a href="https://denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Auditors-Office/Audit-Services/Audit-Reports/Climate-Protection-Fund">Climate Protection Fund</a> that raises roughly $40 million a year, with a promise in writing that at least half of it reaches the communities most harmed by climate impacts. Trần will make sure those dollars land first on the District 2 blocks that need them most, expanding tree canopy and green space so every part of our district can thrive.</p>

<p>For too long, Far Southwest Denver has been an afterthought when it comes to public art and cultural investment, even as our neighborhoods are full of artists, musicians, and creative traditions that deserve a stage. Trần has spent years as a small gallery owner, immersed in Denver's art community, and currently serves on the Denver Commission on Cultural Affairs, giving her a direct hand in shaping how the city invests in arts and culture. She's hosted community art shows out of her own home, alongside the many neighbors in District 2 who are artists themselves, creating space for local talent long before anyone from City Hall showed up to notice it. She's been part of the panel selecting artwork for the new theater at Loretto Heights, the historic May Bonfils Stanton Theatre now being restored as a public performance space for southwest Denver, and she'll continue to be a steward of that project as it moves toward opening, making sure it truly reflects and serves the neighborhood and families around it.</p><p><a href="https://www.artsandvenuesdenver.com/public-art">Denver has a rule on the books since 1991</a>: whenever the city spends more than $1 million on a capital project, like a new rec center, library, or road project, one percent of that budget is automatically set aside for public art. As councilmember, Trần will make sure that whenever District 2 gets a capital project, whether it's a rec center, a road project, or a library upgrade, that one percent comes home with it, so our neighborhood isn't just getting infrastructure, it's getting art too. She'll push to build protections, like a cultural-space land trust, using council's budget and land-use tools, so our local artists, performance venues, and studios aren't priced out as the neighborhood grows. She'll advocate for expanding the city's support for youth arts and weaving creative skills into workforce pathways, so a kid from any block in District 2 can build a creative career right here at home. And she'll use her voice on council to push for affordable ticket pricing and free or low-cost community programming and event spaces at the Loretto Heights theater once it opens, so it's a place our own neighbors can actually afford to walk into. She'll also keep hosting cultural events and community-focused gatherings as councilmember, using her office to bring neighbors together the same way she always has.</p><p>Trần has been showing up for Denver artists for years, long before she ran for office, and she'll keep showing up as their steward on council.</p>

<p>District 2 has waited long enough. For years, investment flowed to other parts of Denver while our roads went unrepaired, our small businesses went unsupported, our transit was unreliable, and our neighbors struggled to access healthy, affordable food. This isn't a district that lacks resilience, it's a district that has always shown up for itself, even when its leadership didn't.</p><p>District 2 recently won a real, hard-fought victory: the Far Southwest Area Plan, adopted unanimously by council in December 2025 after a year and a half of community input, laying out a 20-year vision for Bear Valley, College View, Fort Logan, Harvey Park, Harvey Park South, and Marston. That plan exists because our community organized and showed up for it, sharing what they wanted this district to become. Now it needs a councilmember who will actually use her budget and zoning votes to make that vision real, not let it sit on a shelf while other neighborhoods move forward.</p><p>Care is essential infrastructure, not something families should have to figure out alone, and Trần knows that firsthand as a working mom of four who has lived the hard math of childcare costs, work schedules, and daily worry. As councilmember, she'll champion a Far Southwest Neighborhood Center, one public hub bringing together housing help, health referrals and screenings, food programs, parent and childcare resources, small business support, and veteran and immigrant resource navigation, and fight to fund it through the city budget, so no one has to travel across town or navigate a maze of city departments alone. For our youth, she'll fight for budget dollars for mentorship, after-school and summer programming, and paid internships, while protecting the parks, libraries, and rec centers they rely on. For our elders and veterans, she'll advocate for real, dignified care.</p><p>Denver already runs a <a href="https://www.denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Community-Planning-and-Development/Planning/Denver-Peoples-Budget/Participatory-Budgeting-Cycle-2">Participatory Budgeting</a> program that's reached West Denver neighborhoods like West Colfax, Sun Valley, and Westwood. District 2 deserves that same investment and direct say. Trần will push to bring participatory budgeting to Far Southwest Denver, so neighbors, not the loudest voices or the deepest pockets, help decide how public dollars are spent here.</p><p>That means a councilmember who actually shows up and stays accountable to the people who elected her. Trần will go through every budget line and contract before council, use her oversight authority to ask hard questions about how city agencies spend public dollars in District 2, and push for regular, accessible updates so residents always know where their tax dollars are going. District 2 deserves better, not as a favor, but as basic recognition of working families who have carried this community with resilience for decades, often without the representation to match. This is a fight to meet our district's most basic needs, and it's what fighting for us looks like.</p>

<p>Trần Nguyễn-Wills is the eldest daughter of Vietnamese refugees, a working mom, small business owner, and public servant running for Denver City Council District 2. Born and raised in Denver, she grew up translating for her parents at doctors' offices, government agencies, and schools. By 15 she was experiencing homelessness, and by 17 she was a teen parent, learning early what it's like to navigate a system that wasn't built for families like hers.</p><p>District 2 needs someone who has actually lived what working families in Denver are dealing with right now, not more out of touch leadership that doesn't understand what people here are up against. Trần works in Community Outreach for the City of Denver, so she knows firsthand where City Hall has served people well, and where it has fallen short. She believes Far Southwest Denver deserves fresh, energetic leadership from a new generation, people who understand today's challenges, from rising housing, childcare and grocery costs to what it takes to run a small business, and who aren't afraid to push for bold, and innovative solutions.</p>

That journey was harrowing. Refugees faced overcrowded boats, starvation, violent storms, and piracy. Historians estimate that between 200,000 and 400,000 people died at sea. My parents were some of the fortunate ones who survived.</p><p>They arrived in the U.S. at a temporary tent city built to process the wave of refugees, and were sponsored by a family in Minnesota through the federal resettlement program. Ordinary people, who didn't know my parents but welcomed them anyway, gave them food, clothing, job training, and dignity. That generosity changed the course of our family's story. It's also where I learned the lesson that has shaped everything I believe since: when public systems and communities show up for people, lives are transformed. Not charity. Not luck. Investment, and solidarity.</p><p>My parents met in Minnesota at 17 and 19, teenagers carrying unimaginable trauma. With the help of community, my dad trained as a machinery repairman and my mom became a seamstress. My dad later found work in Denver at Bar-S Foods, and through the resettlement network, my parents secured public housing in Sun Valley Homes, where I was born. Public housing didn't just give my family shelter. It gave us a foundation to build from. They worked long hours, stretched every dollar, and moved our family into the apartments above the old Federal Theater. Years later, through grit and sacrifice, they did what once seemed impossible: they bought their own home. Watching my parents work themselves to exhaustion is why I know in my bones that working families deserve more support than this city has ever given them. Public investment isn't a handout. It's the difference between a family surviving and a family building a future. Housing, healthcare, and childcare shouldn't be things people have to fight for on their own. They should be guaranteed.</p>
